Today, the resident of Oakland, San leandro, berkeley, and more GET screw again.....as i mention before. These $120k+ salary employee get a 4 year contract with 4% and the rest of the 3 years between 2%-5%.

Unlike many local governments, Oakland does not have standardized procedures for large IT projects that cover the initial budgeting, design, bidding, implementation, training, and maintenance.

There needs to be internal audit follow-up, independent of the contract decision-makers and independent of the Citys IT department, to make sure the procedures are followed and most importantly to evaluate if the goals are met.

Tia Longfield's post asking where is the peer review of Ms. Robert's office (all the peer reviews on the Auditor's site were done before Ms. Roberts took office) raises the question in my mind as to the rigor of such peer reviews. They are performed at no or low cost by colleagues from other cities and government agencies and not subject to oversight the way peer reviews of external CPA firms are checked by the State Board of Accountancy, the AICPA, and other regulatory agencies.

There is another type of review, that probably costs in the range of $25,000, that is performed by an independent team from the IIA, the non-profit Institute of Internal Auditors.

Several things seem clear from the facts presented in this article and the history of IT implementation within the City of Oakland. One, when it comes to this PRIME system, at the end of the day, OPD does not want to do it.

To suggest that the housing crisis in California can be addressed by a Senate Bill connecting housing and density to climate change is naive at best. The State of California has had requirements for cities to create affordable housing through it's Housing Element of the General Plan for 30 years.

To the anti-homeless comments above: First of all, good for you that you have a great job that pays well, and that you have no problems in life other than the sight of homeless people and their tents makes you uncomfortable or scared.

The extreme high rates of housing in the Bay Area makes it difficult for someone who doesnt have a job that pays double minimum wage to get money saved for the first months rent, they dont have the money to get themselves out of a bad situation. When you dont have well paying job, or support of family, you can loose your home really easily.

However effective a reformer Whent may have been, he evidently did not impress Mayor Schaaf or the "Independent Monitor."

So long as we have a city hall full of nincompoops whose incompetence cannot get us out of the jurisdiction of the "Independent Monitor" we will continue to take one step forward and two steps backward.

Think twice before you vote next time, Oakland.

Mr. Patton,

New laws enacted last year by the legislature and Gov. Brown will actually give teeth to SB 827, which is why I think it will be a game-changer, if enacted. One of those laws -- SB 167 (Skinner) -- makes it easier for pro-housing groups to sue cities and counties that block zoning-compliant housing projects under the Housing Accountability Act.

One of the great wealth transfers going on right now is money (millions if not billions) being sucked out of all levels and branches of government by IT contractors. The contractors work is not successful----and they just get more money to do a redo, which often doesn't work out, either.

The Monitor has no real interest in ending oversight as shown by the scope of his constantly growing monthly report. If he did his sweet contract would be gone.

Contributing to illegal immigration is a major reason there's a housing shortage. It somewhat reminds me of the University system deciding to not enroll American citizens in favor of Foreign Students.
